This bank is very suspicious to me. His email address is in the Caribbean. (See link.) Banks in the Caribbean are known to be less safe. Caribbean bank seeks a Swiss bank is a fraud.
The bonus CD is not redeemable prior to maturity.
No banks in the United States does not comply with the policy of the FDIC.
No mention anywhere on the site for their money. Should be asked.
